The CI workflow was failing because rubocop was not available in the bundle.
Adding rubocop-rails-omakase which provides the omakase Ruby styling rules
that are configured in .rubocop.yml.
- Create mountable engine with isolated namespace
- Configure Pundit authorization
- Set up gemspec with dependencies
- Configure generators for test_unit with fixtures
